The Philippine Environmental Impact Statement (EIS) System is used to enhance planning and guide decision making.  (It is also referred to as the Philippine Environmental Impact Assessment (EIA) System.)

Through the EIA process, adverse environmental impacts of proposed actions are intended to be considerably reduced through the subsequent formulation of appropriate Environmental Management and Monitoring Plans.

A positive review of the EIA Report results to the issuance of an Environmental Compliance Commitment (ECC) document to be conformed to by the proponent and represents the project/program’s Environmental Compliance Certificate .

The issuance of the ECC which is required for Environmentally Critical Projects (ECPs) and projects within Environmentally Critical Areas (ECAs) allows the project to proceed to the next stage of project planning which is the acquisition of approvals from other government agencies and LGUs, after which the project can start implementation.

DENR iconDepartment Administrative Order 2003-30 along with its Revised Procedural Manual of August 2007 contains more detailed guidelines and procedures in the implementation of the Philippine EIS System.

Types of Documentary Requirements


Environmental Impact Statement (EIS) Document

An EIA is a document prepared and submitted by the proponent / consultant that serves as an application for an ECC. It is a comprehensive study of the significant impacts of a project in the environment.

Initial Environmental Examination Report (IEER)

An Initial Environmental Examination (IEE) Report is a document similar to an EIS, but with reduced details and depth of assessment and discussion.

Initial Environmental Examination Checklist (IEEC)

An IEE checklist is a simplified checklist version of an IEE Report, prescribed by the DENR, to be filled up by a proponent to identify and assess a projects environmental impacts and the mitigation/enhancement measures to address such impacts.
